Invitation to tender: Investment Management Solution

Fair4All Finance is seeking a provider of an Investment Management Solution. The ideal Investment Management System (IMS) will be a robust and scalable platform designed specifically to meet the unique needs of organisations in social impact investment. It will offer a comprehensive suite of features and functionalities tailored to support end-to end lifecycle of social impact investments, including loans, interest-bearing equity, dividend-bearing equity, grants, guarantees and impact measurement.

Fair4All Finance is a not-for-profit organisation founded in early 2019 to increase the financial wellbeing of people in vulnerable circumstances by increasing access to fair, affordable, and appropriate financial products, and services in England. We have three main priority areas:

  • Expanding provision of affordable credit through a scaled community finance sector
  • Partnering with banks and financial service providers to support the delivery of products and services for customers in vulnerable circumstances
  • Developing and scaling products and services to address market gaps

The Fair4All Finance investment team is managing a portfolio of social investments (debt, equity, quasi-equity, and grants) in affordable credit providers, with significant anticipated growth through 2024 and into 2025.

The team is now seeking an affordable solution that will allow the Investment Team to make sound and effective investment decisions and to facilitate clear and accurate monitoring and reporting across the portfolio to both internal and external stakeholders. Data critical to supporting this portfolio is currently managed using Excel based tables.

A successful solution will have:

  • Comprehensive functionality to support the execution and evaluation of social impact investments
  • Flexibility to adapt to our ways of working and reporting requirements
  • Excellent user experience, training, and vendor support to ensure usability across all of Fair4All Finance

There will be circa 20 users of the solution within Fair4All Finance who will be managing up to 200 investments over the next five years.

The estimated budget for this solution is between £200k – £250k plus VAT over the next five years, which will include initial purchase costs, implementation and annual maintenance fees.

Key components of the ideal solution include: 

  • Comprehensive Functionality: The system should offer a wide range of features to support the planning, execution, and evaluation of social impact investments. This includes tools for managing investment pipelines, conducting due diligence, monitoring performance, and reporting on outcomes.
  • Customisation and Flexibility: We require a system that can be easily configured to adapt to our organisation’s specific workflows and reporting requirements. The ability to customise data fields, reporting templates, and user interfaces is essential to ensure that the system aligns closely with our internal processes.
  • Integration Capabilities: Seamless integration with existing software systems and databases is critical to ensure data consistency and eliminate manual data entry tasks. The system should support standard data exchange formats and APIs to facilitate integration with an external General Ledger system and external CRM system.
  • Data Security and Compliance: As stewards of sensitive financial and personal data, we place a high priority on data security and regulatory compliance. The chosen solution must adhere to the highest standards of data protection and privacy, including compliance with GDPR and other relevant regulations.
  • User Experience and Training: A user-friendly interface and intuitive navigation are essential to ensure widespread adoption and usability across our organisation. The vendor should provide comprehensive training and support resources to empower users to leverage the full capabilities of the system effectively.
  • Scalability and Performance: With our organisation’s continued growth and expanding portfolio of social impact investments, the chosen solution must be able to scale seamlessly to accommodate increased data volume and user traffic. Performance under heavy loads and peak usage periods should be optimised to ensure uninterrupted access to critical information.
  • Vendor Experience and Support: We seek a vendor with a proven track record of delivering successful implementations of IMS for organisations operating in the social impact investment sector. The vendor should demonstrate expertise in understanding our unique requirements and providing ongoing support and maintenance services to ensure the long-term success of the solution.
  • Cost-Effectiveness: While we prioritise functionality and quality, we also seek a solution that offers competitive pricing and delivers strong value for our investment. The chosen vendor should provide transparent pricing structures and flexible licensing options to accommodate our budgetary constraints.
