We were pleased to see the government allocate new funding through the dormant assets scheme to support the cause of financial inclusion, and we’re excited that for the first time this includes funding to help build the financial capability of people in financially vulnerable circumstances.
This is the first time that we’re working directly in financial capability, which is why we’re launching this consultation to seek views to help shape how this funding is used.
We know that there are some fantastic organisations working in this space already, which is why we’ll be working closely in collaboration with the Money and Pensions Service (MaPS) which has a statutory strategic role for financial capability.
It’s important to highlight that in line with the legislation of the Dormant Assets Scheme, this funding must be used in line with the principles of additionality – meaning it should not be used to substitute, and cannot overlap with the governments’ own spending.
This work will build on our established work in financial vulnerability, focussing on those in financially vulnerable circumstances – people who are more likely to have trouble accessing or managing financial services due to factors such as low income, irregular earnings, problem debt or lack of overall financial resilience.
This consultation will run for 8 weeks and we welcome responses from Tuesday 23 September to 5pm on Friday 14 November 2025.
We will continue to engage further with key stakeholders and partners beyond this consultation window.
